first we are following a developing story in prince george's county. one person died in a shooting in a gas station in forestville. megan just talked with police live outside the bp on walters lane. good morning. >> good morning. within the last few minutes or so, police removed the crime scene tape and drove away. it happened at the gas station that you see behind me here. not at the area behind the pumps. the man was shot and killed in the mini mart early this morning. while police have left the scene, this investigation is far from over. no arrests have been made. >> i have to go inside. >> an employee shows up, but hours after the murder the gas station still circled in police tape. employees were left to clean up and wonder what happened and why. >> somebody shot the guy and that's it. >> the details are sketchy.

around 3:00 and was fatally shot. the man who was killed was not an employee nor was the deadly shot fired. was the victim a customer? police will only say it's under investigation. the building has several cameras and unclear if the crime was caught on tape. police have not released the name of the man killed, but only say she in his 20s. no arrests have been made. any information you are asked to call prince george's county police. >> thank you, megan. we have breaking news out of ohio. melissa at the live desk this morning. good morning. >> a student is in custody after a standoff with police inside scott high school. police said the 14-year-old male student was arm and alone in the classroom and negotiators were sent to the scene about 30 machines ago and police are telling our affiliate they are not sure if the 14-year-old was

armed. the 62 will is on lockdown for about one hour total. as soon as we get more information, we will pass it along. >> thank you. take a look at the cell phone video of the moments after a water main burst this morning in northeast d.c. they are working to fix the intersection. police are diverting traffic as crews work to fix the 12 inch water main. they expect to be on the scene until noon. >> new today, crews are repairing a broken water main after water was sent gushing. the water main broke along gold settle drive. news 4 talked with neighborhood. >> definitely a mess here this morning. about 50 residents waking up to no water. some describing it as a loud noise and an earthquake. let's take i look at the hole in the ground.

that right there, shore up the section and get the water main fixed. they hope to have the water back on by this afternoon. at the 8 inch main burst early this morning, the water flowed and flowed and flowed. nearby drain couldn't handle it all. they came close to the front step of the homes here. up to the front door of cars. >> this one was shaking the house and shaking the street and it was loud and seen as one of the tremors that we had in the past. >> shawn lives right here and water dripping through the window well outside his home. he said this is not the first time. this is the third or fourth break in ten years. >> got the wet vac out and have been to go that for ten years. dry wall off the wall and trying to keep everything from getting moldy. >> i can take a shower right

now. >> can't use the water? >> not right now. >> 'tis the season for water main breaks, but is it the swing in temperatures or the sustained cold to blame. >> the sunday cold. we had a good stretch of cold weather that keeps the temperature of the water running through the pipes pretty cold. that will cause pipes that if they are going to burst -- >> the repairs, yes, loud. some put on their boots and skipped to school. back live as the crews try to get them fixed. last wednesday was the busiest day of the year. 27 water main breaks alone. news 4. >> things are back to normal and backed up traffic in the morning commute. it took a crane to move that truck.

boxes were spilled all over the highway. it took an hour to clean it up. no word on the clean up. chuck bell joins us with the first midday forecast. any rain expected? >> no, just extra gloomy. the clouds are a great way to get back to reality after a long holiday weekend, but it's not doing much to help your spirits. cloudy skies and the temperatures are stranded in the low to mid 40s. a little bit of warming from the upper 40s to around 50. it's not going to be as pretty of a day to get outside.

a couple of light showers in central ohio and just clouds. a dirty high pressure area starting down on top of us. limited amounts of sunshine for the remainder of the day. temperatures inching near 54 for a brief time. the weather story with more clouds than raindrops. a little active pattern with parts of the weekend. barbara? >> the ntsb is analyzing two black box recorders. investigators are trying to determine whether excessive speed or me can tal problems or human error played a role in the accident. the crash killed four people and injured more than 60 others. they described the moment of impact. >> there was screaming and people crying out to god and asking for their families. it was gruesome.

shut down and to raise the nation's borrowing limit, they said december 13th is the deadline for the house budget committee that is chaired by the republicans and the senate budget committee by the democrats come up with a compromise on the budget. all indications are that this will be a limited deal, setting the parameters of what can be spent. this won't be a grand bargain deal, but the information is that there is optimism that they could reach this small deal. >> what happens after it is released? >> they need to come up a bit and once it is released, this goes back to the members to vote it up or down. >> talk about the tweet that the rnc sent out. a lot of folks talking about that. >> it is. what ended up happening is yesterday. the republican national committee said that rosa parks, all of her work to end racism and the rnc ended up tweeting

court ruling stand. that rejected claims by liberty university. you might remember the challenge of the constitutionality of obama care. that requirement that employers provide health insurance or pay a penalty. barbara? >> thanks, melissa. lawmakers are debating a rule that could change the d.c. skyline. let's take a live look at the capitol hill area. a committee is holding a hearing on whether to relax a rule that requires buildings to be no taller than the width of the streets that they face. the national planning commission voted in favor of the law. they want the restricted lifts to generate more text dollars for the district. chuck bell joins us now. not any rain falling on the streets. >> a lot of cloud cover outside today. raindrops are few and far between and there is not much of

the light east to north easterly breeze will keep the clouds in place as well. they will be more cloudy than anything else. there will be a chance. we might be able to bring out a sprinkle as a weak warm front tries to lift north. it bright bring out a drop or two, but any rainfall will be a tenth or less. maybe a few hundredths of an inch of rain. we may clear out a little bit, but more clouds than sunshine. cloudy and cool today. upper 40s to low 50s. the seven-day forecast with a little bit more sunshine and partly to at times mostly cloudy on wednesday. with the south wind, a nice warming trend coming our way. our average high is 50. 55 wednesday and 62 on thursday. far and away the warmest day of the week. already concerns for late friday into the weekend. both saturday and sunday cloudy.

it was a pellet gun the student brought to school early this morning. school was on lockdown. the student was in the classroom alone. the 14 year old has been taken into custody after firing a bean bag round at his feet.

the pellet gun looked like a hand gun. he did not give a reason for bringing that gun to school. luckily nobody was hurt. news 4. >> new on news 4 midday. hazmat crews respond to a reported acid spill in a northern virginia high school. chopper 4 was over the area around rest on around 7:30. students were evacuated from a science lab for a short time. paramedics evaluated several people at the scene. they are hoping $1,000 will help solve a crime. a woman is followed boy a man in northwest d.c. moments after, she was raped and assaulted by that man. a local business owner is putting up $1,000 of his own money to convince anyone who knows something about that noon come for the and tell police. smith is take doing this because he is tired he said of seeing

there was a sense situation when volunteers approached the home. the only suspect in her disappearance. they searched for alexis murphy in a wooded area. once they reached therea where randy taylor lived, the property owner asked them to leave the 19-acre property. however murphy's family and the property owner came to an agreement and they allowed the search to resume. >>. >> it was a miscommunication and a misunderstanding. it was solved. the parties talk and they wanted to help out any way possible. >> 48-year-old randy taylor is charged in murr 2350e's disappearance and he said he was not the last person to have seen her. murphy was seen at a gas station on august 3rd. four people are being treated for carbon monoxide poisoning. the victims were overcome by fumes while working on a car in a closed garage in a home in lauerle.

spushs death outside a kansas city chiefs game. this happened outside arrowhead stadium in a parking lot during the game. they believed the man went to the car to find a stranger inside that led to a fight. it's not clear how the man died although police are treating it as a homicide. plooe people are being questioned, but no one is under arrest at this time. >> next week investigators are looking into the use of the auto pilot function in airline crashes. the national transportation safety board will hold a hearing on this. pilots are relying too much on the auto pilot to fly the plane. they say the pilots may not be prepared to take control of the plane in an emergency. a tb scare in the air. about 70 passengers aboard a us airways flight were exposed to tuberculosis. the incident happened on saturday. a woman said one of the passengers was removed from the plane by paramedics because he

had active tuberculosis. tb is a disease that can be deadly. passengers were advised to get tb shots as a precaution. hundreds are attending the first national conference on veteran's treatment courts. the group encourages treatment over punishment for law breaking veterans. they said 130 veteran courts have been established since 2008. they involve courts collaborating with mental health treatment centers. they are for veterans who received a diagnosis of substance abuse or a mental health disorder. the number of veterans treated for such problems increased since 2004. >> pope francis is calling on catholics to pray for people living with hiv and aids. he spoked to faithful in st. peter's square in the vatican. he said to them they should pray for those who were sick and doctors and researchers who were

working to find a cure. an estimated 35 million people are living with hiv. only nine million have access to life-saving treatment. this afternoon president obama will give a speech in observance of the 25th annual world aids day and talk about the public health challenge. the president faces renew pressure from lawmakers and activist to increase funding to fight hiv and aids. >> the first couples are starring to take advantage of hawaii's new same-sex marriage law. it went into effect at 5:00 our time. midnight our time. hawaii is the latest state to legalize same-sex marriage. the tourism industry is estimated to have $217 million tourism boost as same-sex couples plan destination weddings to hawaii. >> forget the crowds. people are shopping in the comfort of their homes or maybe some at work even. this year's cyber monday is
